Kerligirl13, aka Jessi Slaughter, is a poor 11-year-old-girl who was minding her own business, posting harmless videos of herself to Youtube when, for some strange reason, Tumblr users and /b/tards started trolling her with hateful comments. Unfortunately for them, her dad, apparently an ex-professional wrestler, took over, he backtraced their emails, he reported them to the cyberpolice and to the state police and the consequences will never be the same!
The whole thing got a bit out of hand and it's now becoming somewhat of a meme.
